The Mayor of London’s Green Finance Fund (GFF) is accelerating the capital’s path to Net Zero, with more than £318.6 million invested in green infrastructure projects since its launch in June 2023.
The GFF is a £500 million debt fund operationally managed and administered by London Treasury, offering low-cost, flexible loans to public sector organisations committed to reducing carbon emissions.
Key Achievements to March 2025, as highlighted in the GFF’s 2024 -25 Allocation and Impact Report
Examples of funded projects include:
- Energy efficient, low carbon systems at the London Museum’s new site in Smithfield’s historic market buildings.
- Deep retrofit of 367 social homes on the Lancaster West Estate in North Kensington.
- Installation of innovative lightweight thin-film photovoltaic panels on the London Stadium’s roof.
The GFF operates under a Green Financing Framework, ensuring strong governance and annual reporting. Along with the latest Allocation and Impact report, an independent review of the Fund’s activities was issued by S&P Global Ratings, available here.
In the report’s foreword, Mete Coban, Deputy Mayor of Environment & Energy, said:
“[…] I am proud to reflect on the outstanding achievements of the Green Finance Fund (GFF) in its first two years. Since its launch, the GFF has proven to be a powerful catalyst for accelerating London’s transition to a Net Zero city, unlocking innovation, investment, and impact across our communities. In just under 24 months, the GFF has committed over £318 million to ambitious, forward-thinking projects – from decarbonising social housing and public buildings, to supporting low-emission transport and renewable energy infrastructure. These investments will deliver measurable environmental benefits, while supporting green jobs, improving air quality, and making London a healthier, fairer city for all. […]”
As London progresses towards its Net Zero target, the GFF continues to support innovative, forward-thinking projects that deliver lasting environmental and social benefits. Public sector organisations across the capital are encouraged to seize this opportunity to access affordable finance and play a vital role in shaping a cleaner, greener future for London.
