London Treasury has been awarded the Institute for Collaborative Working (ICW) Awards 2025, under the ‘Public Sector ’category, in partnership with Transport for London (TfL).

The key areas of the collaboration included:

Pooling of investment balances through the London Treasury Liquidity Fund to seek to achieve greater financial returns;
Knowledge sharing and staff development through secondment of staff; and
Sharing of resources and synergies.

Our services

London Treasury Liquidity Fund (LTLF)

Our innovative partnership pools local authority cash, using scale to dilute management costs and unlock the benefits of resilience, expertise and diversification. LTLF is a unique long-term agreement between participating public bodies to deliver daily access to liquidity while equitably sharing returns from pooled investments.

LTLF has been shortlisted as a finalist in the Public Finance Awards 2025, under the ‘Excellence in Strategic Investment or Asset Management’ category.

Treasury Shared Services

We offer integrated treasury services through collaborative shared service arrangements to enhance efficiency and service resilience and identify opportunities for savings and risk reduction.

Impact Investment

We provide funding and support for projects that help London meet its net zero ambitions, while supporting climate budgeting across London.

SME Investment

We provide early-stage investment to London-based SMEs caught in the funding gap. Supported over 1,000 businesses through our current and previous funds.
