As the wholly owned investment management subsidiary of the Greater London Authority (GLA), London Treasury Limited (LTL) is the Principal Portfolio Manager of the London Treasury Liquidity Fund (LTLF), a unique investment partnership between 6 local authorities with ambitions to expand across London and beyond, structured as an Alternative Investment Fund (AIF).

In addition to managing our flagship fund’s portfolio, we provide discretionary portfolio management and strategic advice on corporate finance and debt management to clients as part of the GLA’s shared treasury management service. We also provide green finance services including carbon impact analysis and project appraisal, at the heart of London’s ambition for Net Zero Carbon by 2030.

The GLA has invested considerable resources in developing a high performing treasury management function serving its own needs and those of the London Fire Commissioner (LFC), the Mayor’s Office for Policing and Crime (MOPAC), the London Legacy Development Corporation (LLDC) and the London Pensions Fund Authority (LPFA) and Transport for London (TFL).
The shared service has allowed each participant to benefit from a much more resilient and specialist team that would be affordable at an individual level. Whilst affordable resilience and risk management have been the primary motivations for the creation of the shared service, it is also the case that improved financial outcomes have in all cases exceeded the shared costs.
